Ophthalmology Associates of the Valley (OAV) is one of the oldest and largest ophthalmologic practices in the San Fernando Valley. With offices in the heart of Encino and West Hills, CA, OAV has served the vision care needs for generations of Valley residents. From filling prescriptions for glasses to performing complex eye trauma cases, OAV surgeons and their caring team are well-known throughout the Los Angeles area.
We provide a broad range of vision services that are tailored to meet your needs. At Ophthalmology Associates of the Valley in Encino and West Hills, our ophthalmologists perform routine eye exams and fittings for contacts and glasses. Also, we can diagnose, treat, and manage patients who suffer from eye infections, dry eye syndrome, or common eye allergies.
Dr. Peter Zeegen is Board certified, specializing in medical ophthalmology and complex diagnostic cases. Dr. Zeegen is the founding member of OAV. Dr. David Aizuss is a board-certified ophthalmologist who specializes in cataract surgery, corneal transplantation, and refractive surgery, like PRK. Dr. Brad Elkins is a board-certified & award-winning ophthalmologist who specializes in performing cataract and refractive surgery (LASIK, PRK, ICL).
Dr. Brad Elkins is locally and nationally recognized as a leader in cataract and refractive surgery. Overall, Dr. Elkins has performed well over 10,000 cataract surgeries using no suture and topical anesthesia as well as approximately 5,000 LASIK surgeries. Not only does he specialize in cataract and refractive surgery but he has undergone vision correction surgery himself. With over 25 years of experience in the field, Dr. Elkins leads the way in performing advanced eye surgeries within the San Fernando Valley.

Ophthalmology Associates Of The Valley is the absolute best! Dr. Elkins was beyond amazing and really took the time to educate me through all my options. Dr. Elkins did my Lasik surgery. It was quick and painless! He walked me through the entire surgery which helped me feel very comfortable. Staff was very friendly and welcoming. Also, I don't want to forget to mention Ana (Dr. Elkins surgery coordinator) she was professional and very sweet. She coordinated everything seamlessly which I appreciated. I'd definitely recommend them to all my family and friends.

Ophthalmology Associates Of The Valley is the best. It's the first place I have ever been that made me feel like I had options. Dr. Lilia Babakhan is very kind and makes you actually want to see the letters clearer. Dr Zeegen and Dr Elkins are beyond amazing and really took the time and steered me in the right direction. Dr Elkins did the cataract surgery for me and it went better than expected. If I lived across the country, I would fly back to LA to have them take care of my eyes.

Have been coming to this office for many years Clean, efficient and organized. Each person Is friendly, especially the doctors who take the time to explain what they are doing and why. The front desk was extremely helpful with scheduling an appointment the same day that I called, handling a problem with my insurer, and setting up a follow up appointment. Dr. Kramar and his optometrist were extremely knowledgeable and spent a lot of time testing me and finding the issue with my eyes. I'm extremely grateful for all their hard work. Highly recommend!
