We provide treatment for a wide variety of eye conditions. Our practice does accept new patients and self-referrals although the majority of our clients have been referred to us by other doctors in the area. We believe that trust between the physician and patient is something that is earned over time, and that the patient should have an active role in decisions about their health. We strive to maintain that trust with a thoughtful approach to the practice of medicine that utilizes the latest, most advanced ophthalmic technology.

The doctors and staff of Medical & Surgical Eye Specialists are happy to announce that Dr. Kassandra Martin has joined our practice. She is currently accepting new patients. Cosmetic contact lenses might seem like the perfect way to enhance your Halloween costume this year, but the American Academy of Ophthalmology is warning consumers that the nonprescription lenses could do serious damage to your eyes. Although selling such lenses without a prescription is actually illegal, cosmetic lenses can still be found in stores and online.
M. Lourdes Garcia, MD, PhD, is certified by the American Board of Ophthalmology and she specializes in the medical and surgical treatment of ocular disorders. Dr Garcia has more than 20 years experience in Ophthalmology, is trained in the most advanced cataract surgical techniques, including premium intraocular implants and newer, safer procedures for glaucoma control.
We offer online scheduling for routine or annual eye exams. For emergency or same day appointments, please call the office directly. Please remember that we have two offices (Chesapeake and Norfolk / Virginia Beach). Just choose your preferred doctor and location. I received prompt, efficient service. The staff is extraordinary in their friendliness and professionalism. As a practicing nurse, I am quite particular who I see for any medical service and what I expect in the way of services, competency. etc. I have been coming here for years as do some of my family and have made many referrals. Lynn, Jerry and of course, Dr. Toosi are simply the best.

Everyone was professional and friendly. The women at the front desk really set the tone for your experience. I had the female doctor she was very knowledgeable, helpful, professional, and nice. I don't have anything bad to say about my experience. The only issue I had was knowing where the office was, but I called the front desk about was directed to the office.

Dr Toosi is thorough, detailed, extremely experienced and he genuinely cares. He spends the time to provide stellar care. no rushing. He actually performed several successful surgeries on my toddler at the time, more than 30 years ago so when I had a medical condition recently, I immediately thought of him. I was so happy that he was still in practice and providing medical care. We're living in challenging times and quick medical appointments are unheard of. I called and saw him 2 days later. His staff is friendly, knowledgeable and efficient.
